Correct me if I am wrong.

An unregistered SIM with assign number and plan has no meaning, we can change the number and plan on registration or activation, right? It is the same as ordering empty SIM. But the only advantage is booking the number in advance.

You can give to anybody too, right?

Right? Meaningless.
