  normally the car park is using ticket , enter take ticket , leave return ticket to machine (not sure other country way) .

  maybe he take ticket , when leave the exit gate spoil so go out without ticket , next enter , he using the early ticket ?

  How come the parking operator or CCTV didn't record his car entering and exiting the parking? Something wrong with their CCTV. This is dangerous
