Yes! You will still receive the free 100 Voice Minutes BUT you will not be able to see it on your Dashboard. So please do not renew your plan if you cannot see the provisioning as it will cause the free 100 Voice Minutes to expire.
However, if you do consequently purchase Voice Minutes, you will see it reflected in the Voice donut, provided that you have not fully consumed the free 100 Voice Minutes provisioned to you.
For example, if you later purchase 100 Voice Minutes, your Voice donut will indicate that you have 200 minutes’ worth of Voice, that is if you have not used up any of the free 100 Voice Minutes given to you!
