In emergency don't expect people to find wifi... You should allow call to 999 at least...
Ofcourse you can call emergency numbers even if you don't purchase Voice minutes, this is a must under Malaysian regulation for all telcos :)

If error in payment you probably need to call your bank to let them know to enable transactions with Yoodo.

I needed to call 999 and the call cannot go through. Even though i still have voice minutes. This is serious.

Hi SEET JU L/ENNE, you don't need a voice plan to call 999, 994, 112, these are emergency numbers which are free.
I even just made a test call now and it works. Your account is active as well so I don't see any reason why you weren't able to place the call. Please do try again, to ensure that it works. Could have been a network reception at that moment or etc.
